La France a déclaré mardi qu’elle avait découvert une importante campagne de désinformation russe, avec de fausses informations hostiles à l’Ukraine faites pour donner l’impression qu’elles avaient été publiées par d’éminents médias français.

Les États occidentaux sont vivement préoccupés par l’intensification des campagnes de désinformation menées par la Russie, alors que Moscou cherche à influencer l’opinion publique à travers le monde à propos de son invasion de l’Ukraine.

“La France condamne ces actions indignes d’un membre permanent du Conseil de sécurité des Nations unies”, a déclaré la ministre des Affaires étrangères Catherine Colonna.

“Les autorités françaises travaillent en étroite collaboration avec leurs partenaires pour vaincre la guerre hybride menée par la Russie”, a-t-elle ajouté.

La France tire depuis plusieurs années la sonnette d’alarme sur les prétendues campagnes de désinformation russes dans les régions d’Afrique francophone, notamment celles où le groupe de mercenaires russes Wagner est actif.

La campagne a été portée par des “acteurs russes” avec des “entités étatiques ou affiliées à l’Etat russe” travaillant alors à amplifier son impact, selon Colonna.

“Cette campagne repose notamment sur la création de fausses pages web se faisant passer pour des médias nationaux et des sites gouvernementaux ainsi que sur la création de faux comptes sur les réseaux sociaux”, a-t-elle déclaré.

“Ça ne dissuadera pas la France”

Au moins quatre quotidiens français Le Parisien, Le Figaro, Le Monde et 20 Minutes ont été victimes de l’opération.

D’autres grands médias ont également été visés, notamment allemands, dont Frankfurter Allgemeine Zeitung, Der Spiegel et Bild.

Le ministère français des Affaires étrangères lui-même a déjoué une tentative de créer une fausse reproduction de son propre site Web, a déclaré Colonnna.

Elle a ajouté que les ambassades et centres culturels russes avaient “activement” participé à l’amplification de la campagne.

« La campagne est une nouvelle illustration de la stratégie hybride que la Russie met en œuvre pour saper les conditions d’un débat démocratique pacifique et donc saper nos institutions démocratiques.

“Aucune tentative de manipulation ne dissuadera la France de soutenir l’Ukraine face à la guerre d’agression russe”, a-t-elle ajouté.

La campagne est censée impliquer des techniques comprenant la production de faux articles sur une page identique à tous égards à ceux des sites légitimes des organisations de médias, mais avec des noms de domaine différents – par exemple .ltd au lieu de .fr.

L’opération découverte par le gouvernement est “la deuxième phase” d’une campagne qui avait déjà éclaté en 2022 “mais avec des modes d’action plus sophistiqués destinés à contourner les contre-mesures et à être moins visibles”, une source sécuritaire qui a requis l’anonymat. a déclaré à l’AFP.

Cette opération dite “Doppelgaenger” avait été documentée en 2022 par l’organisation EU Disinfolab, et Meta, la maison mère de Facebook.

“Meta espérait que son rapport mettrait un terme à l’opération. Cela n’a pas été le cas”, a déclaré la source sécuritaire.

Kylian Mbappe has been identified as the biggest problem in Real Madrid’s current struggles by manager Carlo Ancelotti, according to reports.

The Frenchman was hailed as Madrid’s blockbuster summer signing after refusing to extend his stay at PSG and signing as a free agent with the reigning Champions League holders.

However, life in Spain’s capital has been far from plain sailing for the superstar striker who’s arrival has coincided with Madrid struggling to mount convincing defences of both their LaLiga and European triumphs.

Barcelona recently thrashed Madrid 4-0 in El Clasico to establish a nine-point lead over their rival with Mbappe frustrating Los Blancos fans with his finishing and tendency to stray offside during the match.

His preference to be deployed as a central striker has also forced Jude Bellingham into a deeper lying midfield role with the Englishman yet to score this season after a previous breakthrough campaign at the Santiago Bernabeu.

The Brazilian, a former Arsenal midfielder, has been responsible for capturing key signings such as Martin Odegaard and Declan Rice and in leading Arsenal’s strong performance in recruitment and delivering key players to the club.

He is widely thought of as one of the leading sporting directors in world football for masterminding the change in Arsenal’s signing surge as well as supporting the offloading of troubled stars such as Pierre Emerick Aubameyang, who were considered to be part of a failed past.

Talks have been ongoing with the club’s hierarchy and while the reasons are currently unclear, it is his decision to go. More details are expected to emerge in the next 24 hours.

Whether it’s a cheeky burger or a healthy Poké Bowl, it’s safe to say that Britons love a takeaway. 

Now, Deliveroo has lifted the lid on our ordering habits. 

The online food delivery company has unveiled the top 30 trending dishes on its UK platform this year. 

The list includes some fairly predictable dishes, including pizzas, chicken wings, and cheeseburgers. 

However, it also includes some rather unexpected items, including a whole cucumber, protein bars, and unpasteurised kimchi.  

‘Customers are seizing every moment to explore new dishes and cuisines and dive into the latest food trends,’ Deliveroo said. 

‘From chocolate bars to chicken wings and super salads, this year’s list features a mix of global takeaway favourites, trending dishes, and grocery essentials. 

‘While familiar dishes and cuisines make a return, the 2024 list welcomes plenty of newcomers, including white wine, coffee, desserts, burritos, and a variety of sandwiches.’

In the UK, it appears that Britons are wild for wings, with the 8-piece boneless from Wingstop in London taking the top spot. 

This was closely followed by two salads in London – the SP Caesar from The Salad Project, and Seiz’a Caesar + Blackened Chicken from atis. 

Deliveroo users in Glasgow were enamoured with the Pepperoni Pizza from Frank’s Pizza, which was fifth on the list. 

Over in Birmingham, however, it was the Bananas from Sainsbury’s that really got users excited. 

Belfast users enjoyed the Burrito Bowl from Boojum, while users in Brighton loved ordering Protein Bars from Morrisons. 

In Manchester, it was the Burgerism Meal from Burgerism that topped the list, followed by the Haaland Schiacciata from the locally run Ad Maiora. 

‘Its Italian sandwich, “Haaland Schiacciata,” is dedicated to a certain local footballer,’ Deliveroo explained. 

‘It has a cult following of sandwich fans, including several professional Manchester football players, and boasts a 4.8-star Deliveroo rating and rave customer reviews exclaiming, “Believe the hype!”.

Edinburgh users loved the Pad Thai from Tin Thai, which came in 19th on the list, while users in Bournemouth liked the Southern Fried Chicken Wrap from Chicken & Blues, which came in 17th. 

The Dirty Double Burger (Double Patty) from Oowee Diner was the takeaway of choice for Bristol-based users, while those in Southampton chose the Dirty Meal Deal from 7Bone. 

Those in Cambridge, meanwhile, opted from the Double pepperoni & spicy honey from Pizza Pilgrims. 

The rest of the top 30 were in London.  

Notable entries in the UK capital included Jerk Chicken and Chips from White Men Can’t Jerk, Build your own Poké Bowl from Poké Shack, Chicken Katsu Curry from Wagamama, and Chicken Ruby from Dishoom.

Meanwhile, a whole cucumber was bizarrely found to be one of the most popular items ordered in London. 

‘There is a new favourite grocery essential in baskets, as Londoners can’t get enough of the sell-out vegetable, cucumber, with Waitrose’s whole cucumber clinching fourth place,’ Deliveroo added. 

‘Additionally, a new entry for 2024 in the tenth position is a white wine from Co-op ordered most by residents in the capital.’

I have a question about the changes to tax on inherited pensions announced in the Autumn Budget.

From April 2027, if you are married and have unused defined contribution pensions when you die, will your spouse inherit the pension tax-free, as would be the case for the house, savings and so on?

Would your spouse then be able to draw on the pension at their marginal tax rate?

When your spouse dies, would the combined inheritance tax allowance then be applied to any pension remaining?

Pension change: Pots will count towards inheritance tax from April 2027, but where do married couples stand under the new rules?

Steve Webb replies: Before moving on to what changed in the Budget, it’s important to appreciate that the basic features of inheritance tax remained unaltered.

This means that:

– You still have a ‘nil rate band’ of £325,000 per person to set against the value of your estate. This figure will remain the same until at least 2030.

– Any unused ‘nil rate band’ on the death of the first member of a couple can be used by a surviving spouse.

– You still have a ‘residence nil rate band’ of up to £175,000 per person, which means your total allowance is £500,000 if you pass your main home on to your direct descendants. 

– Any unused part of this can also be transferred to a surviving spouse, meaning the allowance for a couple could be £1million.

– Transfers between spouses (but not members of unmarried couples) remain free of inheritance tax.

The main thing that has changed (with effect from April 2027) is that when working out the value of the estate for inheritance tax purposes you now have to include the value of certain pensions.

This primarily includes what the Government calls ‘unspent’ balances in defined contribution pensions, as well as certain lump sum death benefits in either defined benefit or defined contribution pensions.

What’s the difference between defined contribution and defined benefit pensions?

Defined contribution pensions take contributions from both employer and employee and invest them to provide a pot of money at retirement, writes This is Money.

Unless you work in the public sector, they have now mostly replaced more generous gold-plated defined benefit – or final salary – pensions, which provide a guaranteed income after retirement until you die. 

Defined contribution pensions are stingier and savers bear the investment risk, rather than employers. 

The Government estimates that in just under 40,000 cases, estates that would have been liable to inheritance tax in any case (before the Budget changes) will now face additional inheritance tax because pension wealth has to be added in.

A further 10,000 estates per year will now have an inheritance tax bill because pensions are counted but would not have done when pensions were excluded.

In terms of the first part of your question, the answer therefore is ‘yes’ – an unused DC pension can be left to a spouse and is not subject to inheritance tax, despite the Budget tax changes.

And the surviving spouse can draw on that pension pot in the usual way, paying income tax on the money that they withdraw.

Following the death of the spouse, the estate will be valued in the normal way – but now including pensions – and any remaining inheritance tax allowances would be applied to this total figure.

But in terms of the practicalities of all of this, the new system will unfortunately be much more involved for grieving families.

As things stand, the person sorting out the estate (known as the ‘personal representative’) already has to assess the value of the assets in the estate and check whether they are large enough for inheritance tax to be due.

 My view is that this whole process is likely to be horribly bureaucratic and could significantly slow down the process of sorting out someone’s affairs after they have died

This all has to be sorted out before probate can be granted.

But in the new world where pensions also count as part of the estate, the Government has indicated in its consultation on inheritance tax on pensions that people will have to contact all of the ‘relevant’ pension schemes of which the deceased person was a member.

Broadly speaking this means any defined contribution pensions with balances and any other pension from which a death benefit or similar might be due.

The personal representative will need to obtain information from every pension scheme and provider as to how much the remaining pension is worth, who are the beneficiaries and so on.

Having obtained this information, as well as assembling information on all other assets, they will then have to use a new online HMRC calculator which will work out how much inheritance tax is due.

The calculator will indicate how the inheritance tax bill is to be split between the different pension providers and how much will be left to be paid by the personal represenative.

The personal representative then has to notify each pension scheme of the outcome of this calculation and the schemes will then assess how much inheritance tax they have to pay directly to HMRC.

Once the inheritance tax has been paid, the pension scheme can then release the balance of the funds to the beneficiaries.

My view is that this whole process is likely to be horribly bureaucratic and could significantly slow down the already protracted process of sorting out someone’s financial affairs after they have died.

To give one example, if one pension scheme administrator is inefficient and takes a long time to reply to inquiries, the whole process will be delayed as the final inheritance tax bill cannot be worked out until full information has been assembled.

There is still time between now and 2027 to get HMRC to think again about how all of this will work in practice.

It is one thing for a Chancellor to simply announce, in a few words in a Budget Speech, that pensions will now be subject to inheritance tax, but working out the practical implications is a huge job.

It is vital to ensure that the Chancellor’s desire to raise revenue is not at the expense of additional hassle at what is already a difficult time for many families.

A businesswoman claims ‘snooty’ flight attendants and passengers shoot her ‘filthy looks’ when she travels bra-less and sprays perfume on flights to ‘look and smell good’ for her hubby.

Victoria Unikel frequently travels with her husband, Gene Avakyan, for business and revealed her airport outfits have got her into trouble with staff for being ‘too revealing’.

The 46-year-old former top model, actress and author, who co-founded Vuga Media Group with her partner, says she usually wears ‘skin tight leggings’ and ‘cropped strappy tops’ without a bra to the airport and ‘drenches’ herself in perfume mid-flight to feel ‘sexy’.

Despite claiming ‘rude’ passengers criticise her perfume usage and that airline staff tell her to cover up, Victoria defends her clothing choices as they are not ‘inappropriate’.

Victoria, who lives in Miami, Florida, said: ‘I always get filthy looks from snooty flight attendants and passengers when I travel.

‘I want to look sexy but also be comfortable whenever I travel whether I’m flying for business or pleasure. We always fly business class.

‘I plan what I’m going to wear to the airport weeks in advance. I usually wear designer gym clothes. Either skin-tight leggings or shorts to make my bum look good.

‘They don’t leave much to the imagination. They definitely give me a camel toe.

‘I wear a cropped strappy top that’s usually quite low cut. I never travel in a bra.

‘I think people have a problem with that. My tops can be quite see-through. But I don’t really see the issue. When you’re on an eight-hour flight, who wants to wear a bra?

‘I don’t understand why women should be forced to feel uncomfortable just to make sure their nipples aren’t on show. We’re in 2024. I should be able to show off my boobs.

‘Recently, a flight attendant suggested I might want to cover up a bit – she tried to suggest I might be cold, but I know it was because my clothes were quite revealing.

‘I had a jacket in my hand luggage, but I didn’t think what I was wearing was inappropriate. It didn’t affect anyone else. So I wasn’t going to give in.

‘If I’m going to sit in a cramped, sweaty plane for hours, I don’t want to stink. I drench myself in it. I’m terrified of BO.

‘I’ll usually top-up on perfume every hour however long my flight is. It seems to annoy the people sitting next to me.

‘They normally throw me dirty looks and I’ve even had passengers complain to the flight attendants about me because it’s so strong.

‘I had one woman tell me to stop because she kept sneezing, so I did. But other people are just so rude.

‘They clearly don’t have good taste. I don’t get what’s wrong with wanting to smell good.

‘I have to be so careful going through security that I’m not over the limit.

‘Once, I forgot, and security threw away my favourite Givenchy perfume that Gene bought me. That was over £400 instantly down the drain.’

‘My guilty pleasure is the Harry Potter and Star Wars series. I actually took a lot of inspiration from them when I wrote my book.

‘I’ve read so much on the plane to stop me getting bored and I’m so excited to have now written my own. I know it’s going to capture the imagination of kids.

‘It’s definitely not going to be my last book either. I’ve got the writing bug now.’
